On the Westside, the Chattanooga Housing Authority is looking to rebuild and expand housing in and around the city's oldest public housing project. And developers of The Bend, a project on the former Alstom manufacturing site, are working on a mixed-use development of housing, retail, office and manufacturing projects expected to generate more than $1 billion in new investment for downtown.

Mack says such projects "breathe new life" into downtown and create opportunities to convert properties into new uses as the core of the city continues to adapt and grow.

Noon Development Becomes New Owners of East Ridge Medical Office

Local physicians have joined with Chattanooga company Noon Development to buy and renovate one of the biggest medical offices in East Ridge from the owners of the adjacent Parkridge East hospital.

"This building has great bones and parking but needs an interior facelift to refresh the space and make it appealing to physicians in need of office space that is both comfortable and functional," Bob Elliott, president of Noon Development, said in an announcement of the renovation plans for the 3-story office at 929 Spring Creek Road. "By partnering with physicians, we help them invest back into their community as both owners and tenants. It's a win for everyone involved."

Steam Logistics New Headquarters Now Open in Downtown Chattanooga

Steam Logistics, a third-party logistics company, opened its brand-new headquarters at 328 Broad Street. The purchase of this building, formerly known as the John Ross Building, was a joint venture between Noon Development and Steam Logistics. The building was boarded up for years until Noon Development oversaw the building’s transformation.

Located at the corner of 4th Street and Broad Street, the complete overhaul of the building transformed the block, which sits at a pivotal entry point into the city of Chattanooga. The project injected an investment of nearly $7 million into downtown Chattanooga.

“Many others have considered this building, but the extent of the work and renovation needed, including the need to add many windows in a solid block building, discouraged progress,” said Todd Phillips, president at Noon Management LLC. “We needed the right partners to make this project happen, and the city, state and Steam Logistics all came together to completely reimagine this project and make it a reality.”

The building originally housed D.S. Etheridge Co., the first Ford dealer in Chattanooga. As an early Chattanooga automobile salesman, Mr. Etheridge tried to convince people to switch from horse-drawn carriages to automobiles. Eventually, Mr. Etheridge became the longest-operating Ford dealer south of the Ohio River before selling his business. Noon Development Celebrates Cleveland Medical Office Opening

This week, Noon Development, the Cleveland Chamber of Commerce, Specialists in Pain Management (SPM), and Excel Rehab & Sports hosted a ribbon cutting to celebrate the official opening of a brand-new medical office building off Mouse Creek Road and Paul Huff Parkway.

This 9,726 square-foot building brings expert care and state-of-the-art medical procedures to the Cleveland community. Tenants of the building include Specialists in Pain Management and Excel Rehab & Sports. These two practices portray the opportunities made possible by the development of new medical office space in the region. 

“After careful planning and construction, we are pleased to present this building and watch these tenants accomplish amazing work in their new, innovative space,” Noon Development president Bob Elliott said. “This property has just one remaining suite. With Specialists in Pain Management and Excel Rehab and Sports as tenants, the building has a strong foundation of medical specialists and is ideal for either a retail or medical tenant.”

Excel Rehab & Sports is a physical therapy provider that serves patients from pediatrics and seniors to retirees and athletes. For Excel, which currently has clinics in Northshore, Hixson, and East Brainerd, this new location allows the practice to expand their services to the Cleveland community.

New Ames Medical Office Building Now Open

Sturm Cosmetic Surgery and Ames Chamber of Commerce hosted a ribbon cutting and open house on Jan. 19 to celebrate Sturm’s relocation, expansion and addition of an independent surgery center inside a newly constructed 6,235-square-foot medical office building in Ames, Iowa.

Located just off East 13th Street at the corner of Philadelphia Street and Baltimore Drive, this Class-A medical office space sits on two acres and is fully leased to Sturm Cosmetic Surgery.

A national expert in building technically advanced medical office space, Noon Development, will build a multi-tenant medical office, bringing Class-A medical real estate to the community of Gahanna. 

The group broke ground on the construction of a 46,000 square-foot medical office building anchored by Vive Vascular, Trillium Surgery Center, Foot and Ankle Specialists of Central Ohio and Optum. Halifax Health Leaders Reflect on Wins and Losses During the Pandemic

It wasn’t the way Halifax Health wanted to celebrate its enduring partnership with the University of Florida, but the first anniversary of the Halifax Health UF Health Medical Center of Deltona came and went with far more patients in its 2020 opening than it ever expected. 

When its opening was being previewed by the Hometown News in January 2020, the pandemic hadn’t yet reshaped the entire trajectory of the world. The announcement of the Deltona medical center was yet another feather in the cap of a valued partnership between Halifax Health and the University of Florida.

Four Bridges Dermatology & Cosmetics Opening in May at Riverfront Medical Center

A newly founded dermatology practice is set to move into the Riverfront Medical Center at The Bend this May – the last of the tenants in the new building, though an expansion is scheduled to begin this fall. 

Four Bridges Dermatology & Cosmetics was established by board-certified dermatologists, Drs. Laura Cleary, Cara Hennings and Deanna Brown. The physicians recognized an opportunity to provide greater access to dermatology services in Chattanooga, as there are currently only seven other board-certified dermatologists in the region.

“In forming Four Bridges, we hope to fill this need while providing outstanding medicalcosmetic and pediatric dermatologic care in the heart of the city,” said Four Bridges Dermatology & Cosmetics co-founder, Dr. Deanna Brown. “We are also proud to be a fully women-owned and women-run medical practice. An interesting trend in cosmetic dermatology and plastic surgery, named the Zoom Boom, was sparked in the midst of the COVID-19 pandemic and has continued since. According to Outpatient Surgery Magazine, the American Society of Plastic Surgery listed Botox, fillers, laser skin resurfacing, chemical peels and intense pulsed light therapy as the most requested procedures among more than 13 million performed. A survey analyzing 2020 cosmetic consultations found that out of 130 dermatology society respondents, 50% noted an increase in consults and 85% cited video conferencing as the patient-listed reason.

Athena Esoterix has officially opened its new 3,850 square-foot office and lab space at the Riverfront Medical Center at The Bend, centrally located at 1247 Riverfront Parkway. 

The Athena team is now accepting COVID-19 walk-up appointments in their new office, Monday through Friday from 8 a.m. to 2 p.m. and on Saturdays from 8 a.m. to 12 p.m. Patients may choose between an RT-PCR test or antigen test, a new offering, and will always receive same-day results. Noon Development LLC Purchases 715 Market Street for $4 Million

Noon Development LLC purchased the previous Tennessee Valley Federal Credit Union (TVFCU) headquarters downtown with plans to renovate the space and provide multiple suites of professional office space. 

“The 715 Market Street building was originally designed for TVFCU, then Chattanooga TVA Employees Federal Credit Union, by local architects Derthick and Henley Architects in the 1970s for use as our corporate headquarters and branch,” said Todd Fortner, TVFCU president and CEO. “We occupied the building for more than four decades from June 1978 to May 2021, when we simply outgrew the space.”

The building is approximately 62,000 square feet and sits between Market Street and Broad Street in the central business district of Chattanooga. This project will contribute to the progress and improvement of the downtown area.

Steam Logistics, which anticipates adding 400 employees over the next five years, broke ground on Friday at its future headquarters on 328 Broad Street.

Athena Esoterix to Move to Riverfront Medical Center at The Bend, Offers Same Day PCR Tests for Holiday Travel

Local company Athena Esoterix will move to Riverfront Medical Center at The Bend in early 2022.

Athena’s move to Riverfront Medical Center, the first new construction at The Bend, will give Athena 3,850 square feet of space, allowing for additional lab space plus more room for work stations and educational seminars and tours. 

Noon Development will complete the Riverfront Medical building in 2022, and 2,025 square feet are still available for lease as part of Phase I. Phase II of the project will open more space for lease.

Athena’s roots formed early in the COVID-19 pandemic when Baylor School instructors Dr. Elizabeth Forrester and Dr. Dawn Richards organized their research lab to handle desperately needed COVID testing. 

“In June of 2020, we agreed to continue testing to keep these tools  and technologies available to our community,” Forrester said. “We also recognized the public health impacts of our work beyond COVID-19, getting results to providers and infectious disease experts faster, and providing more complex and more comprehensive information about pathogens and infections.”

In July 2021, Forrester and Richards formed Athena Esoterix to specialize in advanced molecular detection and microbial testing, empowering clinicians and enhancing patient care. In spring 2022, Athena will open a new expanded lab and office inside Riverfront Medical Center at The Bend. The nearest lab with similar technology is in Mobile, Alabama.

“We hope to continue tracking public health problems for local agencies and maintain the most cutting-edge technology right here in our region,” Forrester said. "With our technology alongside the amazing physicians, hospitals and teaching facilities we have here locally, we can move quickly to diagnose difficult cases, track infectious diseases and recommend specific treatments for challenging cases - such as people with compromised immune systems.”

Athena currently offers same day RT-PCR test results for Chattanooga area locals, an ideal solution for meeting testing requirements heading into the holiday travel season.

To get same day test results, pick up Athena’s at-home saliva collection kit from Fairyland Pharmacy, Hixson Pharmacy, Brainerd Pharmacy or from Athena’s current facility located at 175 Baylor School Road. Then register your test online, collect your specimen using a self-administered saliva collection device and return it to Athena. Receive your result via text and email the same day the laboratory receives the test if dropped off before 3 p.m. Tests associated with discretionary activities like travel or events cost $100. There are no upfront costs for symptomatic individuals or those with suspected exposures.

Walk-up appointments are also available for nasal or saliva self-collection Monday through Friday from 9 a.m. to 3 pm and on Saturdays from 10 am to 2 pm. These also provide same day results.

Dr. Jay Jolley, owner of Southeastern Spine · Brain · Joint, opened his practice in 2012. An entrepreneur at heart, he knew that growing his business was essential to achieving his desired work environment and goals. He dreamed of better meeting his patients’ needs by opening a surgery center and expanding access to care across his local and regional communities, but that seemed out of reach.

Noon Development helped expand his practice and open a second office for Southeastern Spine · Brain · Joint. The project was quickly a success.

During his year in the PEMBA program, Dr. Jolley completed an Organizational Action Plan (OAP) on developing a surgery center.

“This was a huge goal for me, and working through the classes and process made reaching it achievable,” Dr. Jolley says. “I knew I would need a full plan in place to recruit other surgeons to join my endeavor. I also needed to make a financial investment in my idea and convince others to make investments.”

In implementing his OAP, Dr. Jolley recruited eight surgeons to join him to invest in Chattanooga’s only independent surgery center providing spine, pain management, and orthopedic procedures. The building is now under construction.

Independent surgery centers offer better reimbursements, improved patient outcomes, and ease of scheduling for physicians. Plus, they are convenient and generally less stressful for patients than navigating hospitals.

To date, Dr. Jolley and his team have partnered with Noon Development to open three new practices across Southeastern Tennessee in addition to the new surgery center.

“PEMBA gave me the skills to think big and grow every aspect of my business,” Dr. Jolley says. “My partnership with Noon Development allowed me to expand quickly and efficiently while continuing to see patients and perform surgeries on my regular schedule. The combination is incredible, and I’m looking forward to helping others learn and implement similar plans.”

Dr. Jolley explains that another helpful piece of the PEMBA training focused on understanding and creating pro formas and being willing to take smart risks to grow a practice.

“Every graduate walks away from PEMBA with this practical business skill set,” Dr. Jolley says. “Now I’m able to show potential partners how we can be successful by working smart and fostering partnerships, rather than just trying to see more patients.”

What’s next for Dr. Jolley? He’s helping other surgeons think big about their own expansion plans.

“Noon Development outlined the practices that would round out our service offerings and ensure long-term profitability,” Dr. Jolley says. “Now I help do that for others.”

Working with Noon Development, Dr. Jolley will now be part of the team helping physicians and surgeons tackle projects like adding a procedure room onsite or investing in their own medical office building, and he will consult on opening independent surgery centers.

Sturm Cosmetic Surgery announced plans to expand, relocate and add an independent surgery center inside a new medical office building, located at the corner of Philadelphia Street and Baltimore Drive, just off East 13th Street in Ames, Iowa. Construction on the site started this week.

How Adding Walk-In Clinics Can Cost-Effectively Expand Your Hospital Brand

Erlanger to add urgent care center in Ooltewah

Erlanger Medical Center will open its eighth walk-in medical clinic this fall in Ooltewah.

The newest Erlanger Express Care office is scheduled to open in November at 5953 Elementary Way, just off Lee Highway in Ooltewah, and will offer care seven days a week for non-life threatening illnesses, injuries and other healthcare needs from cuts and colds to fractures, breaks and sprains.

Developed in partnership with Noon Development, the Ooltewah-Collegedale Express Care unit is part of an 8,152-square-foot medical complex that will also include an office leased to Southeastern Spine.

Bob Elliott, president of Noon Development, declined to disclose the investment in the new medical offices. But Elliott said "we are committed to bringing Class A medical space to the region and we're pleased to work directly with these tenants to be sure this space is built to meet their needs."

Chattanooga's Noon Development keeps medical focus with newest project on Riverfront Parkway

Noon Development's newest medical office project is taking place even as a number companies have employees work from home for the foreseeable future amid the coronavirus pandemic.

Officials of the Chattanooga-based company said that while some entities did hit the pause button during the pandemic, they believe interest is picking back up in new projects in the medical space.

"When it comes to the medical sector, most medical groups still want interaction," said Todd Phillips, president of the related private investment firm Noon Management. "We don't think there will be a long-term affect on medical space."
