John N. Foy is Chairman, CEO and owner of Noon LLC, and Chairman of Noon Management, LLC, an investment company headquartered in Chattanooga, Tennessee.

From 1999 to 2012, John served as Vice Chairman of the Board of Directors and Treasurer of CBL & Associates Properties. He served as Director and Chief Financial Officer of CBL from the completion of its initial public offering in November 1993. From 1993 until 1999, he served as Executive Vice President–Finance, Chief Financial Officer, and Secretary. He resumed the role of Secretary from 2010 to 2012. John was a member of the executive committee of the Board of Directors. His experience spands work in all 50 states.

Upon his retirement from CBL in 2012, John formed a group of companies specializing in various industries including business strategy and consulting, wealth management, capital investing, real estate development, restaurants, beverage businesses, and health care. 

John currently serves as a member of the Board of Directors of MedEquities Realty Trust and is Chairman of its audit committee. John serves as a member of the University of Chattanooga Foundation, which was established to foster the growth of UTC.  He is also a member of the Board of Directors of the Electric Power Board of Chattanooga, a non-profit agency of the City of Chattanooga, Tennessee.

John received his Bachelor of Science degree in history from Austin Peay State University and a Doctor of Jurisprudence degree from the University of Tennessee.


Todd_Phillips

Todd Phillips is a financial professional with over 16 years of investment experience. He is President of Noon Management, a private equity investment firm. The companies specialize in various industries including business strategy and consulting, wealth management, capital investing, real estate development and health care. 

Prior to the formation of Noon Management, Todd spent 13 years at Morgan Stanley. He joined the Memphis firm as a financial advisor and spent three years in that role and two years as Memphis sales manager. He then moved to Chattanooga to become Southeast area sales manager and was quickly promoted to branch manager and vice president. 

Todd earned his Bachelor of Science degree in managerial finance from the University of Mississippi. He also holds numerous licenses and designations within the financial services industry.


Bob_Elliott

Bob Elliott is a real estate development professional with over 23 years of experience. He serves as president of Noon Development.

In his role at Noon Development, Bob’s responsibilities include managing client relationships and directing the firm's new business development strategies and resources. Additionally, he oversees all aspects of real estate development for the company on a variety of commercial and residential projects.

Prior to joining Noon Development, Bob spent five years at The Hutton Company as Vice President of Real Estate, Development and Construction, where he managed over $500 million in projects and 100 employees. Prior to working at Hutton, Bob spent 10 years with CBL & Associates as a Development Manager for large retail projects and five years as Project Manager for EMJ Construction, where he managed the construction of large retail projects.

Bob earned his Bachelor of Science degree in Environmental Science from the University of Tennessee and his Masters Degree in Public Administration from the University of Tennessee-Chattanooga.

Tim Kiser serves as Noon Management and Noon Development’s vice president of finance. Since graduating with his bachelor of business administration from the University of Georgia’s Terry College of Business, Tim acquired a wealth of experience in the different sectors of the business world.

He started his professional career as an underwriter for Arch Insurance Group in Jersey City before moving to Atlanta to be the vice president of SunTrust Robinson Humphrey, the full-service corporate and investment banking arm of SunTrust Banks, Inc. In 2013, Tim moved to Chattanooga to work for FourBridges, an independent investment banking firm for the middle market, as an investment banker.


Lynn_Seeger

LYNN SEEGER 

is the executive assistant and office manager for the Noon Development team. Lynn started her career in finance in 1998 at Raymond James & Associates as a sales assistant. There she obtained her Series 7 and 63 and health insurance license. In 2008, Lynn moved to Morgan Stanley to work in the operations area. While at Morgan Stanley, she obtained her Series 9/10 and 65. 

In May of 2014, Lynn joined the Noon family. She enjoys providing administrative support that showcases her knack for discretion, organization, research, time management, flexibility and independent decision-making skills. Lynn welcomes guest and fellow team members alike with her sunny disposition and ready smiles.

Lynn graduated Cum Laude from Chattanooga State with an Associate of Science. She lives in Red Bank, Tennessee and enjoys spending her time outside hiking, biking and paddle boarding in the beautiful Tennessee Valley with her family, friends and dogs.  


Peter_Ferris

Peter Ferris has been with the Noon Development team since the spring of 2017. As a project manager, he directs the day-to-day tasks of running several million dollar developments across Chattanooga. From running budget analysis to supervising construction logistics, Peter works to ensure all operations are running smoothly.

Before joining the Noon Development team, Peter founded and managed a contract sales company that built and maintained relationships between clients and major national grocery chains like Wal-Mart and Whole Foods. Ferris LLP was a national sales partner for Hines Nut Co., Harrell Pecan Co. Bard Valley Medjool Date Ranch, McCall Farms Peanut Patch and Waldron Farms located across the southern regions.

In the wake of Haiti’s catastrophic 2010 earthquake, Peter took a break from the sales industry to work for nonprofits servicing the area, including The Children’s Nutritional Program of Haiti and Living Water International. He worked both stateside and in Haiti through fundraising and organizational management.

Peter moved to Chattanooga in 2014 and currently lives with his wife in St. Elmo. They enjoy mountain biking and exploring the beautiful Chattanooga outdoors.

Todd Kimling handles Noon Development’s operations as one of its project managers. He leads the development efforts on multiple million-dollar projects, including The Bend Medical Office Building, Fort Myer Medical Office and Deltona Medical Office Building. He also works to source new deals.

Before joining the Noon Development team, Todd worked at Merchants Retail Partners in Birmingham, Alabama as the director of real estate acquisitions and development. Here he dealt with deal origination, development planning and entitlement, vertical planning and construction delivery. He was also a part of The Hutton Company, VEREIT and Kitchell Contractors, Inc. in his lengthy career of management and development.

Todd got his B.S. in construction management from Eastern Michigan University in 2005. More recently, he became a Certified Development, Design and Construction Professional (CPD). Todd resides on Signal Mountain with his wife Jodie and children, Harper and Harrison. In his spare time, he enjoys spending time outdoors, playing golf and watching his children play sports

 
 

Heath Dotson joined the Noon Development team as a project manager in January 2022. Heath’s experience as an asset management analyst and a transaction associate for Hutton developed his skill set in financial analysis and management of real estate efforts, including dispositions and acquisitions. He continued to build on his skills in real estate acquisition and gained experience in development analysis on a national scale, working as a real estate and financial analyst for ModWash. Heath brings his knowledge to Noon, where he assists with project development efforts. 

Heath was born and raised in the city of Chattanooga and graduated from the University of Tennessee at Chattanooga with a bachelor’s degree in finance in 2020. In his spare time, he enjoys playing golf, spending time on the lake, and snowboarding.
